Work Package III – Energy Governance
Timeframe: 06.2014 - 05.2015
WP III builds on the results of WP I, while continuing with documentation, analysis, and further study, with the goal of proposing policy recommendations on the transfer of best governance practices for the sustainable development of the energy sector. The case studies relate to the problematic interplay of dependency on fossil fuels and their import, and the ability and will to engage in climate policy. The first case study addresses the issue of the development of fossil fuels by resource-rich countries, alongside with compliance with climate policy regulations, in an effort to answer the question of how to avoid the “resource curse”. The second case study looks more closely into the role of Russia as an external player in shaping European energy policy, and the efficiency of EU crisis management mechanisms.
WP III is based on two major research questions, each of which will be summarised in a Study Paper:
• “How to Avoid the ‘Resource Curse’ in the Changing European Environment: Internal, and External Governance Channels”
• “Russia as an external factor for creating European, Polish, and Norwegian energy policies”
WP III finishes with the publication of recommendations and workshops for administrations – including businesses, experts and NGOs.
